This article examines the relationship between Puerto Rico's export-oriented development program and the demand for women workers in the manufacturing sector from 1952 to 1980. Its central proposition is that the consistently high proportion of women in the manufacturing sector was the result of an employment structure characterized by specialization in assembly-type activities and low wages. Although the Puerto Rican government pursued a development strategy designed to increase job opportunities for men, the manufacturing industries attracted to the island by its (...) export-oriented industrialization policies generated a strong demand for women workers. The apparent contradiction between the employment practices of manufacturing establishments and government policies is due to the restructuring of the global economy and the emergence of a new international division of labor that brought increasing numbers of women into the labor market. In our paper we aim at reflecting upon the extent to which educational theory may be used as a framework in the analysis of policy documents. As policy texts are ‘heteroglossic in character’ (Lingard and Ozga, in The Routledge Falmer reader in education policy and politics, Routledge, London and New York, 2007 , p. 2) and create “circumstances in which the range of options available in deciding what to do are narrowed or changed” (Ball in, Education policy and social class: (...) The selected works of Stephen J Ball, Routledge, London and New York, 2006 , p. 46), they need to be theoretically tackled in their underlying assumptions and implications. This proposal draws on an analysis of two sets of documents of the European Union: texts produced between 2000 and 2006, underlying the European Union programmes; and texts produced by a working group focusing on the key competences of Lifelong Learning (2003–2006). Initially, the framework for the analysis of different documents was grounded on the existing research in the field of educational policy. Now we attempt a secondary analysis of the collected data by transposing the borders of this particular and highly prolific field. We argue that what is outside the texts may reshape what is inside the texts. Educational theory allows us to define some conceptual tools in order to question the documents as political apparatus which open and constrain possibilities. Therefore, we will use educational theory as an arena where different matters, perspectives and possibilities may be explored and assembled. We have engaged in a conversation with both the data and some theoretical approaches. Central to this conversation are the concepts of “ignorant schoolmaster” (Rancière, in The ignorant schoolmaster five lessons in intellectual emancipation, Stanford University Press, Stanford, 1991 ), “learning contexts” (Edwards, in Rethinking contexts for learning and teaching, Routledge, Oxon and New York, 2009a , b ), and “experience” (Larrosa, in Revista Brasileira de Educação, 19:20–28, 2002 ). H o w e v e r , accepting this d i v ersit y , the great inequality of basic essentials in the relationships be t w een w omen, is producing one v oice, one discourse and one common demand. F inal l y , it sh o ws the political contradictions in w hich contempora ry Latin America w omen l i v e, summoned to pa r ticipate, as mode r n w omen, in the institutions w hen these same institutions put them in positions of social, political and economic subordination. Since the 1980s, when drug gangs became embedded in Rio de Janeiro’s favelas, or poor urban neighborhoods, much has been written about the violent regimes that govern these spaces. This article argues that a nonviolent political regime run by activist residents also plays a critical role in favela governance by expanding the provision of services, promoting social development, fighting for their citizenship rights, and inserting favelas into political networks across the city. This claim is based on ethnographic fieldwork conducted between (...) 2014 and 2017 in the City of God, one of Rio’s most dangerous gang-controlled neighborhoods. Paradoxically, in activists’ efforts to improve the neighborhood and fight for their rights, the nonviolent political regime in the City of God not only subverted violent politics but also helped to provide the conditions for its survival. Nevertheless, scholarship must account for nonviolent political actors in order to fully theorize favela governance. (shrink)

The Complexo do Alemão, a group of 12 favelas in Rio de Janeiro, attracted the attention of Brazilian and International corporate media when the police and the army ‘pacified’ the favelas in 2010. Part of a broader political and economic project to make Rio de Janeiro ‘safe for large-scale events, pacification consists of seizing back territories from the control of drug dealers by installing permanent police units. This paper focuses on how different discourses on the ‘pacification’ of the Alemão simultaneously (...) entextualized and projected trajectories of reception, interpellation and agency. It also delineates different and competing communicable maps of these trajectories of signs. While looking at ethnographic evidence from local reception of mediatized signs and people’s own communicable maps, it draws attention to major gaps in communicable constructions of pacification, thus attempting to accentuate some complexities of Rio’s mainstream pragmatics of circulation. The goal of this study was to evaluate and compare the hygienic-sanitary conditions of two Units of Food and Nutrition (UANs) (A and B) located in two municipalities of the Vale do Taquari, Rio Grande do Sul, by means of Ordinance No. 78/2009, which established the Checklist of Good Practices for Food Services. This legislation composes a checklist with 153 criteria distributed in 12 categories. Each criterion is endowed with the options "Yes", "No" and "NA" (not applicable), which were marked (...) with an "x", being: "NA" when the criterion did not correspond to the UAN reality, "No" when the criteria were not in compliance with the legislation, and "Yes" when UAN met the evaluation criteria legislation. The classification of each UAN followed the scoring criteria established by RDC 275/2002. The a UAN presented a total of 90.85% (n = 129) of compliance and the "B" UAN totaled 88.27% (n = 128) of compliance. Both were classified in Group 1 of DRC 275/2002. The "A" UAN presented 05 nonconforming categories, totaling 13 criteria (9.15%), and Unit B 08 nonconforming categories, totaling 17 criteria (11.72%). Both UANs had good hygienic-sanitary conditions because they met most of the criteria in accordance with the legislation. (shrink)

También nombra a la primera mujer (...) alto cargo gubernamental: Victoria Kent, directora de prisiones.Se conoce menos otra dimensión de su trayectoria política de la que se ocupa este libro: su laicismo religioso. Dos rasgos que en la España de duelos a garrotazos parecen antagónicos. Sin embargo, ambos son característicos de su personalidad política e intelectual. Fue el ministro que lideró la política laicizadora de la II República, desde Justicia, primero, e Instrucción pública, después, llevando "siempre la batuta"?como informaba Tedeschini, el nuncio de la época -. Por otra parte, desde un cristianismo heterodoxo, no dejó de estimar la emoción religiosa, como lugar donde "fecundan los más hondos deseos del ideal". Se autodefinió "cristiano erasmista". This timely, well‐written book illuminates an aspect of Brazilian science that has long been neglected, for two major reasons. The first is that it is only in the past two decades that the scientific past of Latin America, including Brazil, seemed to merit systematic academic investigation, and only with this change have scholars discovered, or rediscovered, several important, but forgotten, developments, such as the one Julyan Peard analyzes in this study. The second reason is that, although there is a substantial (...) literature on late nineteenth‐ to early twentieth‐century colonial science and medicine—which is considered almost synonymous with tropical medicine—none of it treats Brazil or any of the other Latin American countries because, even though they fall within the tropical zone, they were formally independent nations from the early 1800s onward.Peard rejects this adherence to the old criterion for defining “tropical.” Drawing on a respectable collection of both primary and secondary sources, she tells the story of the Escola Tropicalista Bahiana , which was founded before the revolution in bacteriological knowledge and the great European colonial expansion. The idea for the school originated, Peard says, with “a group of nineteenth‐century doctors in Brazil who, in attempting to adapt Western medicine to more fully engage with the problems of their tropical country, sought novel answers to the age‐old question of whether diseases of warm climates were distinct from those of temperate Europe. In their search, they used the tools of Western medicine to confront European ideas about the fatalism of the tropics and its people, and to argue in favor of Brazilian expertise.”The text is organized into five chapters, whose titles clearly describe both the structure of the narrative and Peard's main points, as well as part of her conclusions: “The Escola Tropicalista Bahiana: A Creative Response in Adversity”; “The Politics of Disease”; “Race, Climate, Medicine: Framing Tropical Disorders”; “Physicians and Women in Bahia”; and “Moving into Mainstream.” In her introduction Peard presents a useful discussion of the earlier literature on her topic, pointing out her contribution to several relevant fields. Throughout, the text is structured to highlight the tension between the Tropicalistas and European science: “although they [the Tropicalistas] resisted aspects of European cultural authority that harped on Brazilian, and Latin American, inferiority, they wanted to gain the mantle of legitimacy that they believed only European science, as the leader in universal science, could bestow on them.” Peard shows, chapter by chapter, the Tropicalistas' sometimes conscious, sometimes intuitive strategies to build up an innovative scientific field, a project that entailed issues of national identity and the regional response to the centralized imperial authority of Rio de Janeiro. Almost half the volume is devoted to supplementary material: three useful appendixes, notes to all the chapters, a list of primary sources, the bibliography, and a well‐elaborated index—all of which testify to the quality of both Peard's research and her book as a whole.It is important to stress here that Peard relies on what one could call the “new” Brazilian history and sociology of science, particularly in the fields of medicine and public health. Despite its vigorous growth, both quantitatively and qualitatively, this historiography still remains more or less confined to Latin America, its wider dissemination impeded by language barriers. In using and commenting on the bibliography of this new historiography, Peard respects the local intellectual production while helping to enrich the traditional set of references. Nevertheless, and although I warmly recommend the book, I regret that she did not fully incorporate the conclusions reached by this recent historiography, preferring instead to present essentially the same picture drawn in previous works, a picture based on the view that “in the few instances of research work being carried out in Brazil before 1900 such work was sporadic, isolated … or incapable of being self‐sustaining.”. En juillet 2013, le maçon Amarildo, habitant de la favela Rocinha, disparaît. L’enquête montrera que la responsable de sa torture suivie de mort est l’UPP, l’unité de police installée depuis peu dans la région. Cette mort violente n’est pas la première ni sera la dernière : ce genre d’événement est assez banal à Rio. Mais cette fois-ci, elle a lieu dans un cadre de contestation de la politique de sécurité de l’État de Rio de Janeiro et suscite une forte réaction (...) des mouvements sociaux et culturels. The objective of this work is to establish a relationship between the cutting time in rocks, determining a speed and the point load strength index test, Is, to characterize the rock in terms of resistance and avoid sending samples to laboratories. As a first stage, on andesite samples, 5 x 5 x 10 cm test tubes were made. After the elaboration they were subjected to cutting, using an electric floor cutter and the time was evaluated. This cut was made in (...) a transversal way and two parts were obtained, one of them with dimensions 5 x 5 x 5 cm, approximately. In a third stage, the point load strength test was carried out in a press built for this purpose. Finally, the cutting speeds were correlated with the point load test values and only when rock samples do not pigeonhole on the proposed relationship, send them to the laboratory. Qur'an courses for the 4-6 age group took their place among religious education activities with a pilot application in 2012-2013. Since then, the literature on the Qur'an course for the 4-6 age group continues to be enriched by various research. The book titled Evaluation of 4-6 Years Qur'an Course Teaching Program (Stufflebeam CIPP Model) was written to give feedback on the teaching program and fill the gap in the literature. With this study, for the first time, 4-6-year-old course teaching programs (...) were evaluated with the Stufflebeam CIPP model in context, input, process, and product dimensions. Although there are areas for improvement in the research, the study is important as it gives information about the model in question and accelerates program development studies. (shrink)
